It has been scientifically provin that birds have central nervous systems designed to feel pain and stress for the purpose of increasing their chances to survive.  Knowing that,  why would anyone take the suffering of any animal lightly just because it is not human.  Pain is pain...suffering is suffering...having a heart and empathy should be emotional responses all humans should be enlightened enough to or strive to possess .  Have a heart, please.  Save innocent animals from any more suffering and take the time and your power to do so to be a better human being.

A BILL TO BE ENTITLED

AN ACT to increase the penalty for the malicious abuse, torture, or killing of an animal.

The General Assembly of North Carolina enacts:

SECTION 1. G.S. 14‑360(a1) reads as rewritten:

"(a1) If any person shall maliciously kill, or cause or procure to be killed, any animal by intentional deprivation of necessary sustenance, that person shall be guilty of a Class A1 misdemeanor. Class H felony."

SECTION 2. G.S. 14‑360(b) reads as rewritten:

"(b) If any person shall maliciously torture, mutilate, maim, cruelly beat, disfigure, poison, or kill, or cause or procure to be tortured, mutilated, maimed, cruelly beaten, disfigured, poisoned, or killed, any animal, every such offender shall for every such offense be guilty of a Class I Class H felony. However, nothing in this section shall be construed to increase the penalty for cockfighting provided for in G.S. 14‑362."

SECTION 3. This act becomes effective December 1, 2010, and applies to offenses committed on or after that date.

Many orphaned and owned pets will fall victim to not having been spayed or neutered.  Many puppies and kittens will be born that are unwanted and will wind up homeless in shelters, or much worse - will be euthanized due to the pet overpopulation.

 This year, more than ever, we really need your help.  Our organization is growing and we are making great strides in getting the word out about the importance of spaying and neutering to try and control the population of homeless animals.  We've made a presence in the community with regard to our efforts to investigate animal cruelty and we are expanding our efforts to lobby for stronger laws against animal cruelty.  We are scheduling new and different fundraisers for 2010 that will help us keep our doors open to all of the homeless animals that we can take in.  We've opened up a fenced in dog park for pet owners who don't have the luxury of a fenced in yard to let their animals out to run and get exercise. And we are busy stuffing envelopes trying to increase the number of our members.  WE DESPERATELY NEED MORE SPACE by adding a new extension to our Shelter building .

Don't Judge a Dog by its Color

Statistics:  Shelters across the country report the difficulty in finding homes for black pets. Black pets are hard to photograph to show their facial features and soulful eyes.

A little known reality is that shelters across the country are overflowing with black-coated dogs.  Please don't overlook our black dogs.  

You will fall in love with a black pet just as easily as any other color of pet.

Cats use a litter box instinctively...you don't have to house break them. 

Cats are quiet and snuggly and warm.

During these difficult economic times, more and more people find that the financial cost of giving pets the care they deserve becomes a burden, or worse, unbearable.

The Humanity and Pets Partnered Through the Years (HAPPY) Act (H.R. 3501) was just introduced to the U.S. House of Representatives and referred to the House Committee on Ways and Means.

The Act would amend the Internal Revenue Code to allow an individual to deduct up to $3,500 for "qualified pet care expenses" - including veterinary care - for a legally owned, domesticated, live animal.

Even a small tax deduction for responsible pet owners will go a long way to meet the needs of companion animals, ease the tax burden of those who own a pet (63 percent of all households) and may even encourage more people to provide loving homes to the countless animals filling America's shelters.

North Carolina Spay & Neuter Program

Created by the N.C. General Assembly, North Carolina’s Spay/Neuter Program focuses on reducing the population of unwanted animals in the state by encouraging the spaying and neutering of dogs and cats. The program includes both an education component and a local Spay/Neuter Assistance component. Through the assistance component, cities and counties are eligible to apply for reimbursement of direct costs of spays and neuters of cats and dogs owned by low-income persons.

Funding comes from two sources—“I Care” Rabies tags and “I Care” vehicle license plates. You can request that your veterinarian issue an “I Care” rabies tag when your dog or cat is vaccinated against rabies. Each “I Care” rabies tag includes a fee of 50¢ paid to the Spay/Neuter fund.

You may also request an “I Care” license plate for your car. The plate includes additional fees over the usual cost of a license plate. A $10 fee will be paid into the Spay/Neuter fund from the sale of each “I Care” license plate. Information about requesting the license plate is available online from the Division of Motor Vehicles. Vets Warn About Heartworm:

Challenging to treat and sometimes fatal, heartworm disease, which can be transmitted to dogs and cats by a mosquito who has previously bitten an infected animal, can cause a host of health problems in domestic pets.  Though infected animals may go for a period of time without showing any symptoms, heartworm disease can lead to heart, lung and organ damage in both dogs and cats—even putting infected cats at risk for sudden death.”

The good news is prevention is easy.   There are several FDA-approved medications available that reliably prevent heartworm.  These medications are inexpensive and offer excellent protection.   Preventive treatment is now recommended in all areas of the United States, and pet parents should work with their veterinarians to find the right medication for their companion animal.

Should you observe the following symptoms in your pet, please take him to your veterinarian for an immediate exam:

  • Labored breathing
  • Coughing
  • Vomiting
  • Weight loss and listlessness
  • Fatigue after only moderate exercise
  • Distended abdomen

Phantom has  become a puppy again to make up for the youth he missed being chained in a yard for the first years of his life.  He gets along wonderfully with his new siblings and loves to play and run in his big fenced in yard.  Most of all, Phantom LOVES the comforts of air conditioning in the summer and heat in the winter.  He has become the most well behaved doggie of his pack, which includes his best friend, a big black cat named Louie.   (update:  RIP Louie)

H27 was voted down 7 to 5 in 2009.  Unfortunately in the process it also killed Davie's Law (CRUEL KILLING OF PETS USING THE GAS CHAMBER) for that legislative session. 

Some counties in our state have changed from gas chambers to EBI since 2001, as a result of all of the humane community working together in NC, and the support of the national organizations.  Several counties are preparing to stop gassing soon, and the work continues to end this horrific killing over the state.

Shortly after Sheriff McDevitt took office, Friends For Animals Humane Society of Burke County, NC and The Animal Control staff destroyed the gas chamber !
